By car from Paris: travel via Lyon and Grenoble, and then take the Col Bayard in the direction of Barcelonnette. Then take Col St Jean/Seyne to the D900. From Marseille: take the A51 and exit at Tallard in the direction of Barcelonnette. Then take the D900.
